Qt has been downgraded to 5.7.1 over a week ago.

You need to allow the downgrades, i.e. choose Option 1.

If you want to be on the safe side, do a full switch to the KDE:Qt5 repo, or even better all 3 KDE repos.

sudo zypper dup --from 6 --from 7 --from 11

The reason for the downgrade is that urgent fixes needed to be submitted to Tumbleweed. KDE:Qt5 is the devel project.
It was/is not possible to submit Qt 5.8.0 to Tumbleweed unfortunately as it has a bug that completely breaks Plasma on Wayland.
