Go ask on the Factory mailing list (see openSUSE Wiki for details). That’s where the Devs hang out.
My guess is a lot of work to interface it with libzypp before it could be ready for testing.

I searched that word in my local factory mail archive (2012) and I found
a 135 posts (which I’m not going to investigate). However, if you want
an answer to your question, make it there. The people capable of giving
an authoritative answer are there.

For example, I see a post today in the -kde list about “updating apper
to 0.8.0 but since PackageKit >= 0.8.5 is no available yet (afaik there
are some issues with the zypp back-end) this package does not build yet”.
