Have you tried from the command line (konsole), just to eliminate a
network issue?

or

Not sure why this would fail but perhaps try another program… Firefox
for example. If konqueror actually loads up a specific program in
KDE-land in order to do this then Firefox should still work just like the
command line does.

ftp://ftp5.gwdg.de/pub/opensuse/
Also what version on openSUSE, KDE, konqueror and kdelibs (where
kio_ftp.so lives).

This is a known bug. Searched but couldn’t find it. Update to KDE4 4.3.3 and problem will be gone. The io-slave that’s supposed to handle the ftp protocol doesn’t work, therefore konqueror cannot connect.
You should be able to connect through firefox or opera. It’s a konqueror only problem.
No i have not added and wierd repo.

actually I’ve 4.3.4 installed and this don’t work neither.
but make a simple test, try to add a test user (use yast) log on that user, start konqueror, and if you are on the same pity than me it will work.
I suspect some changes during 4.3 update that are not completed with old configurations files.

It also works for me (kde 4.3.4)
I guesss I’ve found the source of the problem.
I just removed the file kioslaverc which is located in ~/.kde4/share/config and now I can make ftp connection using Dolphin, Konqueror and Krusader. lol!
BTW
Comparing my previous kioslaverc file:
