In every version of Suse that I used (that is since version 7) I used the keyboard US international - which is the US keyboard with dead keys and especially useful for the Dutch language - How do I get that keyboard in OPenSUSE 11.3? :(
System Settings > Keyboard and Mouse
(In kde that is)

yast > hardware > sys keyboard

are you saying you went: Personal Settings - Configure Desktop >
Regional & Accessibility > Keyboard Layout
and the options there were not helpful in setting it the way you want it?
even if you set them exactly as they were on previous installs?
by the way, if you upgraded from 11.2 it will usually see how you had
that set up and just keep it…
we have several folks here from your country and i’ve not heard them
complain…maybe one will drop by here soon…if i were you i’d
include some more information, like are you running KDE, Gnome, LXDE,
etc etc, or strictly a command line setup?
is your’s a USB keyboard, or? is your computer a laptop, or is this
the same keyboard you had no problems with on 11.2? (or what was your
last version with no problems?)
when you looked into your Personal Settings - Configure Desktop, was
your exactly keyboard correctly identified and selected? if not, and
you manually selected the correct keyboard, what was the result? or,
is your’s not listed? was it listed in 11.2?
what happens if you select “Generic 102-key (Intl) PC” does that help?
i’m sure there is an answer…but, until more info comes i don’t how
anyone can help a lot more…

I worked with a dual boot system: Windows Vista/OpenSuse 11.2. (this computer with this installation updated from OpenSuse 10.3 is 3 years old and has two hard disks). Windows had several difficulties (i.e. it couldn’t read its cdrom-drive etc). I decided to reinstall Windows and I knew that afterwards I had to repair at least the Grub to be able to use OpenSuse again. To prevent data loss I had made a complete backup of the Suse hard disk. And as I had to install something anyway I decided to make a fresh install for OpenSuse 11.3. with KDE.
In all previous releases of Suse and OpenSuse it was no problem at all to install the US international keyboard lay out, so I nearly automatically went to Yast ->hardware -> keyboard layout, but I didn’t find the additional options to install the international variety of the US keyboard. (As a matter of fact I installed 11.3 with Dutch as language). Under system settings I find only settings for speed and special keys and nothing about the keyboard lay out.

i do not have a 11.3 working here so i can’t test what should be
available…but, i wonder if you are looking in YaST or in the KDE
Control Center…i was referring to the latter, which i think you can
launch with a click on the main Menu, then Personal Settings
(Configure Desktop) or something like that, failing to find an icon
try opening a konsole and typing and entering:
kcontrol
in the resulting KControl window which pops up,
go: Regional & Accessibility > Keyboard Layout
not: Peripherals > Keyboard
