Under KDE4 go to System settings>Regional and language>Keyboard layout and select French. I think that’s Azerty. I don’t use Azerty so can’t test it. If you want only one keyboard layout, delete all the others. If not, it’ll be added to the list. You should see a flag in the taskbar which you can use to cycle through the layouts.

Do you use Gnome or KDE? I think they both overwrite the settings from Yast.
In KDE you can configure the keyboard layout with systemsettings. Gnome
should have a similar tool.
You have have confused things by using YaST; the YaST settings are supposed to match your keyboard hardware. Once you have made sure that YaST knows what is on your keyboard, you can change the software layout in KDE or Gnome. There is a Belgian keyboard in KDE.
