Key rebinding does not work for certain keys

I have a HP Chromebook 14 that I have converted over to Tumbleweed largely following this guide: https://forums.opensuse.org/showthread.php/503763-Install-OpenSUSE-13-2-on-a-Acer-chromebook-c720

The only issue I have is the keyboard remapping. Most of the top row keys (where the F-keys would be on a normal keyboard) worked before being rebound. However, the Refresh button and “Show All Windows” key did not, and still do not work after rebinding. I’ve changed the config from that particular guide to invoke F5 for a refresh. Either key right now doesn’t do anything when pressed.

I’m thinking this may be a difference between the key codes sent by the Acer C720 and this HP. Is there a tool to monitor the keypresses and see what it being sent?
