To customize the main panel, I click on the plasma peanut on the right. I click “Get new widgets”. When I scroll over those widgets, a large obtrusive popup appears. It hooves over the close button and other things. I have to play a game of cat and mouse with the popups in order to close the Panel Tool Box. Every place I could find, I turned off “tooltips”. No luck. How do I get rid of these popups?

I like the Titlebar of the Active window to be a different solid color. In my current KDE4 (albeit old) I was able to do that by Personal Settings -> Appearance -> Colors. If I click on the Colors tab and scroll down to the Active Titlebar, I do see the color and it is working. Under Windows, I am using Ozone.
Fast forward to 13.2 openSUSE, and KDE 4.14. The only solution I found was Personal Settings -> Workspace Appearance -> Configure Decoration (bottom) -> Fine Tuning -> Outline active window title. The Active titlebar changes color everywhere exact around the title. It looks like the window has a tab. I am using Oxygen. Ozone does not appear to be available. Underneath Application Appearance -> Colors, I selected my scheme again and I verified the colors on the Colors tab. But they do not seem to override. Anyone else like an Active Titlebar to have differenct color and found a solution?
I don’t think you can disable them.
If you click on such a tooltip it should disappear though.

Ozone was an (open)SUSE specific addition, it was in fact a patched Oxygen.
This particular feature is available in Oxygen since years, this is one of the reasons why Ozone got dropped.
The tab-like frame around the title is by design though. Btw, the color used is the “Window Background” color in Application Appearance->Colors->Colors, Color set “Windows”. Changing that color will change more than that of course, i.e. the whole window background.
If you don’t like that, you’d have to file a bug report/feature request at KDE (but that’s unlikely to still be changed for KDE4 or Oxygen at all), or use something else.
