I noticed that OpenSuSE (11.3) is at KDE level 4.4.4, while Kubuntu is at level 4.5.4. How difficult and how risky would it be to bring my OpenSuSE up to 4.5.4? And how would I go about it? One feature in 4.5.4 that’s lacking in 4.4.4 is the ability to drag from the K Menu to the desktop and have an icon show up on the desktop for starting the application. I really miss that, especially since it was in older versions.
Add this repo
Index of /repositories/KDE:/Release:/45/openSUSE_11.3
Then do this

reboot
As far as my experience goes it’s very safe using the stable KDE repo. For me 4.5.4 is more stable and less buggy than 4.4.4.
Best regards,
Greg

which i don’t recommend if you prefer easy & reliable.
