I just installed 13.1 KDE on my work laptop and in tweaking my setup I’ve come across a few inconsistencies in the UI that aren’t there in other KDE distributions I’ve used.
When installing new color themes, the new theme doesn’t apply to YAST whether you install the theme system-wide or just for your user.
When you install and apply new icon themes, a bunch of icons in the KDE menu don’t change. Mainly the icons for software categories.
As I mentioned, these problems only seem to exist in openSUSE’s KDE distribution and while they aren’t dealbreaking problems, they’re very noticeable.

Not a KDE user here myself, but I’d guess #1 isn’t something you run into
on other distributions, since other distributions don’t use YaST. That
said, it’s very likely that YaST doesn’t use the theme settings at all,
based on your observation.

That’s because you’re changing user account settings, and YaST runs as root, so you need to change the root account settings. (This has been brought up a number of times previously if you care to search.)

It is most probably because the icon theme might not have replacement icons for those needed. For example, the icon theme I use didn’t have an icon for clementine music player. So, I made one. Just an idea.
I use to have the same problem on Windows (way way back when), so it isn’t a linux problem.
I can confirm that that’s not the case. The 2 themes I’ve tried so far don’t exhibit this problem in Fedora’s KDE or Kubuntu. This is openSUSE specific.
That’s pretty much my problem exactly and looking into it, the person who filed the bugs is right. Not all of the icons are being pulled in via Oxygen which breaks using non-default/Oxygen icon themes. Application icons apply just fine when using other themes, but it’s the application category icons that remain unchanged when applying a new theme.
