I’ve just installed 11.4 and am setting up my machine. Several of the icons on the panel at the bottom cover each other up, so I tried to move them (the widgets are not locked).
Choose Panel Settings
Hover over icon
Drag it so far so good.
Release mouse button and the icon shoots back to its original position, sort of. Some of the others then rearrange (the clock first moved left, now hogs the whole centre). The system try insists on staying on the left.
How can I fight KDE4 to make it behave properly and work the way I want it to? Am I going to have to reinstall KDE3 to get cooperative behaviour?

Are you using a /home from a previous install?
Test a new user login and see if behaves the same.
You could just delete the bottom panel and and in a new ‘Default Panel’
It was a new MSI CR660 laptop, old one died. I did sort of figure that out, but I wasn’t brave enough to delete the original panel first.
