After updating my system, the KDE application launcher fails to open with the message:
Sorry! There was an error opening the Application Launcher.
file:///usr/share/plasma/plasmoids/org.kde.plasma.kickoff/contents/ui/main.qml:21:1: Cannot load library /usr/lib64/qt6/qml/org/kde/plasma/private/kicker/libkickerplugin.so: /lib64/libKF6Runner.so.6: undefined symbol: _ZN14KWaylandExtras18xdgActivationTokenEP7QWindowRK7QString
I’m not sure the cause. I thought at first it may have been that the libkickerplugin and krunner were from different repos or perhaps one was updated on the repo and not yet the other, but looking at the packages in YaST, it seems they are from the same repo and neither were updated super recently.
Not sure how to best approach this. Any advice would be appreciated.

And you have Unstable_Frameworks and other repos that I wonder why?

I added Unstable_Frameworks to get oxygen6-sounds. I don’t believe any other kde packages should be installed from there (I’m not quite sure how to check)
Well, there’s your problem: Added repos, without knowing/understanding the impact. Repos 1, 2, 3, 7, 8, 9, 10 should not be there.
Disable the stated and run zypper dup
You can do
zypper se -ir <repo alias or number>
Follow the advice above to get your system back to a consistent Tumbleweed snapshot.

I had the same problem, I reinstalled “plasma6-desktop” after rebooting my launcher was working again.
sudo zypper install plasma6-desktop
I hope this can help.
