Kde 4.5.00 and funny thinghs with the screen

When ever a left click with the mouse on the top of a window konsole for instance
and drag this window to the top of the screen the hole screen tumbles with the top forward to me

dragging konsole to the left and right and to the bottom i see the screen and a black border arround it moving

i cant find it in system-setting / desktop effects

how to get rid of this effect ??

I have deleted /home/username/.kde4

Now everything is back to normal
