Because the kernel supplied with the distribution has been tested with
it, and the new one has not. Extensively tested, thousands of people
(while the distribution was in factory). Changing to a new kernel may
work, it does work for many people. But it might not work for some
situations, and this would not be found till after deployment.
It is possible, it does happen, actually, that when you upgrade a
component in the distribution, some other component stops working, or
fails partially.
It is thus the policy of the distribution (has been for decades) NOT to
officially update the version of any component of the distribution, but
instead backport patches when needed for security or to solve certain bugs.
There are some exceptions to this. For instance, mozilla gets upgrades,
because it has been considered too complex to backport the changes, and
risk of breakage is small, being an end application and not a library.
But the kernel is such a core package that the implications of a problem
there would have high risk. So they prefer not to change it unless
absolutely needed.
However, it is possible that we get that kernel update, eventually. I
guess that the Evergreen people might do this, when the time comes,
because they did it for 11.4. But they considered the move, and tested
it, for months, before actually doing it.
