In previous versions of OpenSUSE I could choose what OS to load after reboot in reboot menu (i.e. before reboot). Is there such option in OpenSUSE Leap?

This was a kdm only feature, and is not available any more.
You can still use kdm as displaymanager, then you can do that on the login screen, but KDE doesn’t support kdm any more and therefore that “Restart” menu got removed from Plasma5.
You can use “grub2-once” or “grub2-reboot” manually though, see the appropriate man pages.

Probably, it is worth to make such feature request in KDE bugzilla.
I read one recently, but cannot find it at the moment.
A KDE developer mentioned that this feature should rather first be implemented in systemd, then Plasma could add a GUI for it, IIRC.
