nvidia-open-driver-G07-signed-kmp-meta ensures that all needed packages have matching versions. It is not strictly needed, but without it you have to check manually that every package matches.
But nvidia-open-driver-G07-signed-kmp-meta-595.71.05-lp160.19.1 should allow upgrading to the 595.80 series if all needed 595.80 packages exist, so can you show the complete command and error?
That is what happens on Tumbleweed, but on Leap dependencies are different so a bug report might be needed.

The nvidia-*-kmp-meta packages are the bracket that are holding a matching set of nvidia* packages together via dependencies. IIRC you technically can install your NVidia setup without it, but chances are that this will end up in a non-functional setup, falling back to the Nouveau driver instead because the NVidia kernel module failed to load.
