It mentions a patch for NetworkManager, with knetworkmanager remaining unpatched.
There’s also a line saying: “Users of knetworkmanager are advised to use nm-applet for 802.11X networks instead.”
If I just install a brand new 12.1, is this something I need to worry about? Because knetworkmanager sounds like something for KDE, and yet what I see in the LiveCD session resembles what I see in ubuntu under Gnome. So which is used by default?

you do not say which desktop environment are you plan to install!
but yes, knetworkmanager is a KDE thing, if you install gnome, no sweat!
“knetworkmanager” does not exist for 12.1. Instead, you presumably have the networkmanager plasmoid, and that should have been patched.
You can get into Yast, select “Software Manager” and do a search for “networkmanager”. It should show that you have “plasmoid-networkmanagement”.
As for the question in the subject line: It seems to depend. On my laptop, NetworkManager was used when freshly installed, while on my desktop, “ifup” settings were used.

If the installation process found a wireless adapter, then NM is used. If not,
then ifup.
AFAIK, there is no unpatched security problem with NM or the applet in an
updated 12.1 installation!
Yes, I left out an important part. I want to install the KDE version. And now thanks to the helpful responses I know that it is not going to be an issue. Thanks!
