Is a LUKS without header?

I copy the LUKS header away, then erase the LUKS header, can anyone else or software identify the rest of file or partition is LUKS?

If, you were to use a detached LUKS Header then, if the Header doesn’t exist the LUKS partition is simply a random distribution of bits.
