Once I open YaST it looks like this:

What version of openSUSE
Are you running it as a server?
Or do you have a Desktop installed? If yes, which? kde or gnome

it happens when install a minimal server, at least for me
same for me on the initial clean install of 12.1, just undate the system
to fix it

I have seen that when the root locale is incorrect.

Looks like an incorrect character set
I saw something like that with text mode (curses mode) yast.
It happened when I ran yast immediately after install. After rebooting (a manual reboot by me, not the automatic reboot that is part of install) it started working correctly.
