Fast boot is default on in Windows. You must turn it off in Windows. Think option is somewhere in power setting maybe??? When on Windows partitions are unaccessible from Linux

At what stage of what?
efibootmgr
simply reports what entries the firmware contains.
efibootmgr -v
adds detail to the report.
man efibootmgr
provides opportunity to see what else it can be used for.
How will it affect Windows system partitions?
It doesn’t affect any partitions. It’s for viewing or modifying boot entries in UEFI firmware, e.g. when you wish to change which OS’s entry functions automatically as POST completes (boot priority aka whose bootloader runs).
