Is it possible to install the latest release of GNOME 3.18 on openSuSE 13.2?
If so, how? I would like to run the latest release of the DE but on the stable 13.2 base.

3.18? That’s not even released yet.
The latest stable release is 3.16.1 from April, 3.16.0 just got released at the end of March too…
And no, not even 3.16 is available for openSUSE 13.2, you have to download and compile it yourself.
Or switch to Tumbleweed, that contains the latest GNOME 3.16.1, and you’d also be able to install 3.17 (the devel version that will become 3.18 one day) packages from the GNOME:Next repo.

There’s a repo in the works, but I don’t know that it’s complete yet.
There was (I think) one build error that was still being researched.

I can’t see what is currently in the repository, but there is mention here (GNOME repositories - openSUSE Wiki) about the Gnome repositories
GNOME:STABLE:
This repository contains the latest stable release for the latest release of openSUSE as well as any stable updates from the upstream GNOME developers. The openSUSE GNOME Team does a great job at processing upstream updates for seamless integration as quickly as possible. openSUSE ensures all of its users are running the absolute latest and greatest STABLE packages.
- Updates from upstream for 13.2 GNOME are sent to this repository.
- If all you want is the latest update to current
GNOME, you do not need to enable GNOME:Factory > - Once GNOME:STABLE is enabled, you will only need to use zypper up on the command line.
But I don’t know if that is different than the official repositories. I thought these project-speicific repositories were supposed to be more up-to-date (bleeding edge) and the official repositories to be the more “stable” version. Or am I wrong?
Well, GNOME:STABLE is an empty parent project for all GNOME:STABLE:x.y sub projects.
And the latest sub project is 3.12:

As hendersj indicated, they indeed seem to be working on a GNOME:STABLE:3.16 for openSUSE 13.2, but that isn’t published yet. No idea how long it will take, but apparently GNOME 3.16 will be available for 13.2 in the (near?) future:

None of those repositories are “official” really.
Those are repos maintained by the GNOME team to test things and to make newer versions available to users as a best-effort without guarantee, as newer versions cannot be released as official updates (basically only security and bugfix updates are allowed, so GNOME will stay at 3.14.x in openSUSE 13.2).
If you mean with “official” that they are maintained by the openSUSE GNOME team, then yes, all repos below GNOME: are.
