How do I enlarge the Application Launcher Menu fonts? And the fonts used in panels by running applications boxes? Panel height/size affects the icons but not the fonts. Using Application Launcher>Configure Desktop>Application Appearance>Fonts or GTK Styles and Fonts has no effect that I can see.

That is for GTK applications running in the KDE environment.
System Settings >> Application Appearance >> Fonts
Here you can set font sizes and types, as well as forcing a particular DPI (usually set by display hardware reporting). For example setting to a larger value will ‘trick’ KDE into scaling up the physical size of a given font.

What about enlarging the fonts on the KDE graphical login screen? They are not affected.
I must suffer from reverse logic. Since “dpi” means dots per inch I reasoned that using higher dpi would reduce the number of inches thereby making the image smaller. I also believe that there should be a simpler unified system-wide method for changing display sizes. If for example I install a new graphics card or monitor that yields higher resolutions. and want to keep all system and application fonts similar in proportion to each other.

It’s because the DE is trying to produce a given fonts size on a display device with a given pixel density, so it scales up (or down) according to the DPI value given to it.

Have you tried configuring via System Settings >> Login Screen
One thing to note, is that the kdm login display uses the DPI detected automatically by the X-server, so if you’re forcing the DPI value in KDE4, the two won’t match. It’s probably better to adjust the preferred font sizes in each of the respective (System Settings) config utilities. (FWIW, the relevant kdm config file is /usr/share/kde4/config/kdm/kdmrc).
