Incorrect language on ssh shell in opensuse 13.2

All machines I have with opensuse 13.2 have wrong language on the command line through SSH, although not locally on the console or in konsole with KDE.
The system language should be English, while keyboard, time zone and region should be norwegian.

Here is an example


jonas@echoes:~> ls test
ls: klarte ikke å åpne test: Ingen slik fil eller filkatalog

This is norwegian. But primary Language in YaST2 > Language is set to English (US)

However on konsole in KDE it works:

jonas@echoes:~> ls test
ls: cannot access test: No such file or directory


jonas@echoes:~> grep 'RC_LANG=' /etc/sysconfig/language        
**RC_LANG=**"en_US.UTF-8"
jonas@echoes:~> echo $LANG
nb_NO.UTF-8

I tried to create a new user with a blank profile, still the same problem, so it’s not related to the user.

I do not have this problem on 42.1 Leap, it this works correctly. Even though /etc/sysconfig/language is identical.
