Because this is the default setting for Slowroll.
OK, so zypper se -s gstreamer libgst xfce4 might shed some light, or it might be a temporary dependency problem to be solved by the next monthly Slowroll snapshot…
Apparently xfce4-panel and xfce4-settings updates are not installed because no required matching xfce4-panel-branding-openSUSE and xfce4-settings-branding-openSUSE packages respectively exist (yet) in the enabled repositories, so wait and see for the updates to come.

is this because of priority/vendor conflict beetween repo-oss and update-slowroll?
Yes, priority matters; from man zypper in the addrepo paragraph:
Packages from repositories with higher priority will be used even if there are better versions available in a repository with a lower priority.
so until the update-Slowroll repo is cleared, the higher version will not be installed.in the 20260107 announcement so there may be still reasons to keep the previous version for Slowroll.
