If I reinstall hplip it works one times and then (without a reboot)

This may or may not work for you but did for me. Make it so that you can see hidden files like .kde4 .mozilla or its ilk. In your case what you’re looking for is the .hplip folder. It’s a hidden folder, just rename it old.hplip close dolphin or nautilus whichever you use. Then try out your hp-toolbox.
Until I read this message thread on Saturday (10-13-12), I did not know I had this problem. I found I could not open the HP-TOOLBOX from the System Tray and I was unable to edit the config file as suggested. The edit would result in no changes and just removing it would allow the app to open once, but fail again after hplip had recreated the config file again. By adding in the repository (as suggested by farcusnz) “http://download.opensuse.org/repositories/Printing/openSUSE_12.2/” for openSUSE 12.2 printing, excluding the quotes (goto YaST / Software / Software Repository / Add / URL) and then starting up YaST / Software / Software Management search on hplip and electing to update the three applications found, now at version 3.12.10a, the problem with the HP Toolbox has been fixed. Thanks to everyone that has brought this to my attention. The problem existed on all installs of openSUSE I have, since I use the hplip application for my two networked HP printers.

This would be (and was in the bug report) my suggestion, but since it is seen as an upstream problem, I can’t say. Since the fixed version already exists with hplip 3.12.10a in our very own repositories, the fix should be easy. But really, I can not claim to understand how such an issue is fixed in out setup.

Adding the suggested repository and updating HPLIP also solved a networked HP Laserjet printer problem. It worked in openSUSE 11.2 but only a local printer would work after a 12.2 upgrade. Updating HPLIP and rerunning the add-printer wizard fixed the networked printer as well as the HP Toolbox.
