I have an HP 2610xi Photosmart all in one printer that may be demonically possessed, but I could be wrong.
This print could print anything including postage labels from .pdf files - until I discovered last night that it flakes out when trying to print USPS Postage Labels. I had recently put more ink in the cartridges. I did the mandatory cleaning, aligning, printed a test page and they all passed. I could even make out all the tiny moire lines in the test page. I printed .pdf docs, libre office docs, write docs, and they all passed.
When I try to print a USPS Postage Label from .pdf, it stutters the ink and fades the image. I have enclosed a sample for your inspection. As you see, the image is sharp until the printer gets to the SKU, then it stutters and fades out.

So, from what you have described, this appears to be a media problem, rather than a CUPS/driver issue. Are you able to try alternative media?
Obviously, the label you’re using doesn’t take the ink that well. I mean paper or labels of the same size, but different specification or manufacturer for example.
Actually, it’s the same ink and paper that I’ve always used. The only time I experience these problems is with the .pdf files, especially when it gets to the bar code.
Well, it appears to affect the LH side (as shown) more than the RH side. Notice how the barcode quality gradually becomes better towards the centre, and the writing above is similarly affected - it’s not unique to the barcode. Maybe time for a new printer perhaps?
