On my openSUSE 12.2 server I use a virtual Server as web server.
I have to start that server manually if it goes down with the line [VBoxHeadless --startvm “openSUSE 12.2 Server”]
I would like the virtual server to start automatic when the server reboots or comes back on line after a power shortage.

IMHO you should create a systemd service for it, but I’m not yet deep enough into systemd to help you on this matter.

Have a look at the VirtualBox documentation - there’s a new feature added
recently to automatically manage VMs at system startup/shutdown that is
intended to accomplish exactly this.
I’ve played around with it a very little bit, but not enough to give you
a step-by-step set of instructions on how to get it working.

There’s a section on “Autostart” that links to chapter 9 of the
documentation (and the section about it).
