How to setup my IrDA to use like a phone?

So I’ve one MA-620 USB IrDA and I want to make use of it. What I want is the following - by certain IrDA commands - to play a sound. Also as I’m using it on a loud PC - I would like (if possible) this mechanism to work when the computer is in sleep-mode too or even better at hibernation-state (similar to when windows is waken up by moving the mouse and my mouse is in the USB port).

Also as this is too complex I think and I still don’t even know if the IrDA is properly working (I got it like 10 years ago) - is there any software which can monitors the input of the device?

I’m using latest release of OpenSUSE Tumbleweed with KDA Plasma 5. I have ASROCK b75m-gl motherboard with latest UEFI supporting BIOS. And Yast hardware info is detecting my IrDA USB device (from there I actually know it’s name now). But I don’t think LIRC is working.

When I type - ‘rcirda start’ - it says:
