How to read version info for Postgresql in 12.3?

On the list of versions of software to be included in the upcoming 12.3 release,
Postgresql is listed as version 9.1.1
This appears to be out of date compared with the current version for 12.2 which is
version 9.1.7.

Not hugely important, just curious as to why the version differences?
I presume the version was frozen some time ago, and will be updated back to 9.1.7
with updates once the new version is installed, or would be left intact on update
from the 12.3 media?

In 12.3RC1 (and Factory) PostgreSQL is at version 9.2.2.

Thanks for this, it makes the change highly significant since it will involve restore from backups due to change in version.
Probably best that upgrade process provides a warning.
