You mean you want to create a shortcut icon to a webpage on your desktop or in some other folder?
That depends on the desktop environment you are using I suppose.
With KDE, just right right-click on the folderview widget or in dolphin in the folder where you want to create the shortcut, and select “Create New”->“Link to Address (URL)”, then enter the address.
Or just drag and drop the address from your browser to the desktop (works with Konqueror and Firefox at least, but your desktop widgets have to be unlocked of course).
