Are you sure? Did you try to configure it in Yast? Also if it truly is not installed use Yast-software management to install it. But it should be installed by default but you need to tell Yast to use it
It is currently called “plasmoid-networkmanagement”, and it should have been automatically installed with KDE. If not, install using Yast software management.

It looks as if plasmoid-networkmanagement is installed.
You have not described what problem, if any, you are having.
In KDE:
Applications → Configure Desktop → Startup and Shutdown → Service Manager
check that “NetworkManager User Settings Service” is running.
In System Tray Settings (right click just above the tray for the menu to show this)
make sure that the box for “Network Management” is checked.
Then, in Yast Network Settings, make sure that NetworkManager is selected.
