Try Yast -> Network Settings.
You can also post the output of “sudo iwconfig” (use the # button to wrap it in between CODE tags)
I see that there are instructions from TP-link how to install the card and based on that I tried (on Tumbleweed)
$ sudo modprobe 88x2bu
[sudo] password for root:
modprobe: FATAL: Module 88x2bu not found in directory /lib/modules/5.12.4-2-default
So for Tumbleweed I do not have the driver installed, I guess that is the same for Leap 15.3
