How to execute a windows iso with linux?

A bit vague, but to me it seems that you want to say that the system does not boot from the CD. (BTW, for openSUSE you nowaday need at least a DVD, the installation ISO is too large for a CD).

So better inspect the system (BIOS) to see if it is just switched off or complete unable to boot from CD/DVD (which I doubt).

When you use cp correct, the result is the same as using dd. So useless exercise.

I hope that after all the posts above, you now understand why it is completely wrong to “mount the USB stick” (what ever you may mean by that). You do not need any file system that might be on it. You must overwrite the device.
