I closed the bottom panel in the picture.
But I could not find how to open.
Have Open suse 11
and
KDE4

Right click the desktop add Panel
Only in 11.0 I can’t be sure what option you will get. kde4 in 11.0 is - well - rubbish.
In 11.2 you get offered the option to add the Main default panel
