I am having trouble finding a good tutorial on how to install tightvnc on opensuse 11.3 (firewall on, automatically starting up) and using it on windows 7.

11.3 is effectively end of life, so you may need to either update or
select one of the discontinued repositories.
Then just run:
zypper in tightvnc
That should take care of opening the appropriate firewall ports and
probably will have it automatically run. On my 12.1 system, it does seem
to be set up to automatically start.
If you want to control display :0, though (the desktop), thatβs a little
different.

I last looked at this in mid 2010 so it sounds about your vintage, it might help: HowTo: TightVNC Remote Desktop Connections using openSUSE as Client or Server
It worked ok in 12.1 recently, probably still works in 11.3
