How does openVPN get away with this licencing?

How can openVPN enforce their licencing “policies” on end users?

Doesn’t the GPL provide freedom from this arbitrary licencing regime?

The software you pointed to in your link is the Access Server which looks, to me, like it is not GPL.

There is other software available on the site, i.e. the Community Software, which is developed openly and is distributed under the GPL.

The GPL doesn’t prohibit people from charging for the software, assuming
the component in question is GPL’ed.
