I have tried to find the maintainer info for this package but can not find and info. This package has not been updated for one year and I would like to understand how hard it would be to update it. What is the normal procedure in the openSUSE package ecosystem for maintaining and updating packages?
Like everywhere else - someone who has the itch scratches it. A package will remain in Factory as long as it does not fail to build. Then after some grace period the mail will be sent to the Factory mailing list announcing the problem and if nobody steps in and fixes it the package is dropped from Factory.

Well, you could look at users associated with this package, but I suspect in this case there is no real maintainer (dimstar is the Tumbleweed release manager and probably is listed here as the last resort).
