In each window of KDE there is a menu:
To Desktop
Move
Resize
Minimize
and others…
Does anybody knows if is a hot-key to pop-up them ? (I need them to use that menu without using the mouse)

There is definitely.
At the moment in my system it is set to Alt+Space.
Try it. If it does not work, I will try to find, where you can configure it (I just don’t remember at the moment).
And by the way you can set direct keyboard shortcuts to actions like “minimize”, “maximize”, etc. If you wonder how, just ask.
And for the record: I am writing about KDE 4 (4.4.3 to be precise). What version did you mean?
It is Alt+F3 out of the box.

KDE component: Kwin ->
Select
Window Operations Menu
Set your Shortcut
By the way, Lord_Emsworth is right, default is Alt+F3.
You can also set other shortcuts the way you like it from there.
For example, I like when run command is set like in windows: Win+R. If you would like to change it too:
KDE component: “Run Command Interface”
Select
Run Command
Choose your shortcut.
It is nice, when keyboard shortcuts are the same on different platforms. That is why I use ‘Windows-like’ keyboard shortcuts. Luckily, KDE provides that possibility.
In KDE go to Systemsettings > Keyboard & Mouse > Global Keyboard Shortcuts. The KDE component that you need to look at is “KWin”, the action is called “Window Operations Menu.” Per default it is set to Alt+F3.
