I never got to grips with Network Manager on 13.1 and KDE desktop but now on 13.2 I am really lost.
The machine in question is hard wired to network and all I want to do is set a fixed IP. None of the menu selection options are as described in the one document I found through this forum and now there is an option “Wicked” which I have never heard of before. Could somebody please help me set up the correct Help documentation so I can at least teach myself.

NetworkManager and Wicked (which replaces the older ifup) are two different things. Which one are you actually using?
You can choose in YaST->Network Devices->Network Settings->Global Options.
If you use Wicked, you must configure your settings in YaST, the module hasn’t changed at all and should look exactly like in 13.1.
If using NetworkManager, click on its icon, click on the “spanner” icon in the top right corner to open the connection editor.
Then select the connection you want to change and click on “Edit”. You can set a fixed IP-address on the “IPv4” tab (or “IPv6” respectively). Change the method from “Automatic” to “Manual”, click on “Add” and enter your desired IP address and press Return.
If you still have problems, you probably should start with telling what you actually want to do, what you are doing, and what happens that seems to be a problem.
And what do you mean with “set up the correct Help documentation”? Where do you want to set that up?
AFAIK plasma-nm doesn’t come with a documentation. But IMHO it is not really necessary either. And the available options are basically determined by NetworkManager itself, so you’d better look for documentation for that. Maybe start here: Projects/NetworkManager/Features - GNOME Wiki!
But as you only use a wired Ethernet connection, you’re probably better off if you just switch to Wicked (especially as you “never got to grips with Network Manager” anyway).
