I need a good solution for hard disk recovery. The issue is probably bad sectors on the disk.
Any suggestions for tools that work well with Leap?

First run smartctl to diagnose.
Bad sectors are probably lost if truly bad
ddrescue may be a good choice. Save your data (ie. /home) don’t worry about the system it can be re installed
man ddrescue for details
This is not meant to rub salt on a wound, just a tip for the future once you recover.
Get one of the backup programs and – in the future – keep rotating backups of your system to save you many headaches, such as the one you now have.
It was a double whammy. The backup external drive failed as well.
I downloaded the system rescue cd: https://www.system-rescue-cd.org
Then followed the instructions here to mount the encrypted volume: https://alvinabad.wordpress.com/2012/09/22/how-to-recover-a-luks-encrypted-disk/
I will copy the data off and then look at fixing or isolating the bad sectors in the drive.
Ouch!!!
… good thing I have 3 external drives on hand, best make sure I keep backups on more than one!
Good luck with your recovery efforts.
