Hello, I’m trying to do a fresh install with a windows duel boot. After upgrading tumbleweed and rebooting, I get “Failed to Start Rule-Base Manager for Device Event and Files” then the screen goes grey with three dots and gets stuck.

As soon as you have proceeded from the Grub menu, strike the ESC key, so you can see messages scrolling during boot. These messages may give you better information, clues to a problem that you can share here.
Can you boot successfully by going into the Grub advanced options menu and choosing failsafe?
If at the Grub menu, you strike the E key, then append 3 to the end of the line beginning linu before proceeding with boot, do you reach a login prompt?
You say “fresh install”, but also upgrading. Which is it, upgrade, or new installation?

It’s a new install after an update, worked OK before the update, so the update is broken.
Your information remains sketchy. Too much information is better than too little. What TW version did you originally install? What version did you upgrade to? What graphics do you have, AMD, Intel, NVidia, more than one? What model(s)? Is this a laptop? How old is it? Did your installation include any proprietary drivers? Did you install any after initially installing? What was on it before TW? Was it working OK before TW?
It might be easier to install anew rather than trying to discover what is going wrong, then fix, unless we can get enough details.
