Where do you see that signature? Could you expand your info a bit more?

Take the last 8 digits, in this case “3DBDC284” (drop the space between them).
Then retrieve that key from a key server. I’m a command line person, so I use
gpg --recv-key 3DBDC284
There’s a GUI program comes with GPG4WIN (probably “gpa” or “kleopatra” or maybe both). Either should have an option for retrieving the key.
As it happens, I have that key on my keyring, and it is the “openSUSE Project Signing Key”.
You need that key on your keyring to verify the signature. It verifies here, but that shows that my download was good. You need to check yourself to be sure that your download was good.
