When my mouse is inactive with the pointer resting on the Desktop, the “busy” icon (rotating circle) operates constantly, even though no obvious processes are opening.
How do I stop that (or how do I change the mouse theme to one that has no moving “busy” icon)?

You will have first to determinate if the cursor is busy due to some process
running in background or if “completely” busy at all (it never changes)
Some things to try:
Run “top” to check for any gnome-related process eating up cpu.
Try to open a gnome session with another user (root) and check if the same
behavior is still present.

Oh, yes. That is one of the Gnome “most annoying bugs”. It has an easy fix,
btw.
