GNOME 45.4 was released for Arch Linux and Fedora 39 but why was not released for openSUSE Tumbleweed?
That would be a question for the GNOME maintainers. There could be any number of reasons why it’s delayed.
It was released 12 days ago by the GNOME Project. Takes a little time sometimes to test. As sfalken said, there are many reasons why it might not have been released yet for TW, and the maintainers would be the ones to ask.

When something was released,the openSUSE Team needs to test applications or desktops before to be released?

There is automated testing that takes place during the build process.
