I am currently on tumbleweed, and wondering if it will be safe to get off it and onto a stable release, once a new version (12.3) will be out , and tumbleweed will be empty.
If the answer is yes, how should I go about it?

Welcome to the forum. Yes, you can proceed in much the same way as if you were going to continue with Tumbleweed based on 12.3 when it releases. Both cases need you to re-base your system on 12.3 by running zypper dup.
If you have set up the repos correctly according to the Tumbleweed documentation (wiki and/or forum articles), the “current” repos will automatically point to the standard 12.3 repos when the time comes. However it’s probably best to change these repos’ addresses to the standard URL’s for 12.3, and in any case remove the Tunbleweed repo. If you have additional repos such as Packman, they also need changing away from Tumbleweed to the relevant 12.3 repo addresses.
Then you can run zypper dup after refreshing the new repos. I suggest you do a trial run using the -D or --dry-run option. That will test the upgrade, without actually installing or changing any package. When you do the real run, it will probably result in a massive download - expect 1-1.5GB or a bit more.
Alternatively, you could re-base by doing a clean install of 12.3 using a liveCD (smaller initial download) or DVD (bigger download). However with that method you will need to consider what happens to your old /home contents with your settings and your data.

Actually I was impatient, and made the switch about 12 hours before the official release of 12.3.
