Everytime I start gnome I get a blank session. How can I either save a default layout like I could in kde 3.5, or at least get gnome to remember the previous layout like you can in xfce?

you can run gnome-session-save,
the saved session will be later restored at your next GNOME startup session.

move the .nautilus directory from the test user logout/login?
