I installed the new leap 15.3 by overwriting the old leap 15.2. Now I can’t have TV streaming anymore as I used to have before. I’m getting that the streaming is because of geoblocking only open within Germany. However, I do live in Germany and have a German provider. I’m grateful for any hint.
Geoblocking is most often based on the IP address your computer has.
What does a site like https://whatismyipaddress.com/ say you location is?
Try executing:
$ sudo journalctl -g '\d+\.\d+\.\d+\.\d+'
$ ip a
The first line will give all the addresses in the journal, try to find the address that was used before the update (check date).
The last line will give the current address.
Also try another browser.

which is clearly a German site. However, the message I receive is that access to the site I want to load is denied because it is only open to German clients because of ‘geoblocking’

Is that useful? That will give the IP address of the system, which is a private IP address of the LAN (in this case in a sub-net of the private address range 10.0.0.0). I doubt the system is aware of the IP address used by his router on the Internet site (which seems to be 185.80.169.70 at the moment he checked, but even if that would change sometimes, I doubt this is influenced by the new installation of one of the systems inside the LAN, it is the provider that offers it).

I see you have an ADSL/Cable/Fiber modem or masquerading gateway as your external address (185.80.169.70) is different from your internal address (10.224.133.78)
The 10.224.x.y subnet looks to me like a quite big subnet, I guess there are many more machines on that net.
I think the geoblock has nothing to do with your 15.2 to 15.3 upgrade, if things do not work via another browser also I think that somehow the 185.80.169.70 address is blocked maybe because of bad traffic from other users on your subnet. If you want to double check you could boot a 15.2 image from USB stick and try.
Depending on the exact situation I think it is best to either contact the German TV streaming company or you network administrator.

Meanwhile I set up two computers side-by-side running on the same internet gateway, just with different local IPs.
Both computers have identical firewall settings and identical versions of Firefox (78.12.0esr (64-bit).
Both KDE Plasma and Qt versions are the same, but the Framework differ: 5.76.0 vs. 5.71.0,

There are no add-ons active on any of the two computers. Computer B allows me to play any stream and youtube videos off the internet.
Computer A tells me that geoblocking is active when I try to stream from a TV station but allows me to play youtube videos.
What else can I try to find the source of the problem?

On computer ‘A’ create a test user, login as that user and test with clean firefox and $HOME, does this work?
I did as you suggested and created a new user. The same geoblocking happened there.
Then I installed ‘chrome’ which allowed me to stream from the TV website! It is as if firefox is not up to date. However, the same version of firefox is running without problems on Leap 15.2.
Can it be that the frameworks make all the difference?
I still want to pursue this behavior as I prefer using firefox. So I’m still grateful for any hint. Thanks so much!
Your test with two computers on the same local net is a good one, it shows it is not geoblocking as what it is that the remote party can base your location on is the “outside” IP address of the internet gateway and that is the same for both computers.
Still you write “Computer A tells me that geoblocking is active”, how exactly?
Which program is giving that? If it is a Web pop-up, which website is triggering it? A screen-shot might help.
There are way more attributes that can be used to block you apart from the IP address, try dumping the browser fingerprint using a site like https://amiunique.org/fp and compare both, what is different?
The screen I get when calling up the streaming site of this German TV channel is telling me:
“Unfortunately this video can’t be shown. Important: Contents with geoblocking can only be call from Germany. Please, accept that.”
I tried to insert the image of the screen but failed to do so. I haven’t got a clue why because I clicked in the ‘insert’ icon of the editor and inserted the URL as requested:

On the Fingerprint: It is not interesting if you are unique, what is interesting is the difference between you running on Leap 15.2 versus Leap 15.3.
Please use the Download your fingerprint button and do that for 15.2 and 15.3. Then use a tool like kdiff3 or meld to compare these two files and look at the differences.
You can share images using https://susepaste.org but I was able to view the dropbox image and I see, https://live.daserste.de/ is giving the message.
I tried using Firefox 90 on Tumbleweed and while I am using a VPN that is located in the Netherlands I still can watch without Geo block.
Being a German site I would try the German part of the forum so see if others can try Leap 15.2 and 15.3 and report if it is working or not.
