Welcome to SUSE.
Do you have a specific reason to want to use 10.2?
I ask since it is no longer “supported” by the community, which means
it is not possible to easily obtain ANY updates.
On the other hand: a fresh 11.1 DVD contains most of the things most
people need. Of course, what YOU need may not be on the disk, but it
will probably be easily available online.

What is Visual Studio Express?

I don’t think it would be good to use like that way, because if you use
VSE with wine, it compiles programms for Windows and you want to use
them with linux too.
VSE is a programming developing tool from MS.
for C++: QDevelop, QT Creator (but it is until january beta)
C#: Mono (but C# is developed by MS, so the other IDEs are not
uptodate)
VB: I don’t think you can develop VB under Linux
