May I please ask if it is possible to download and install update and
individual packages for openSUSE 10.2 offline.
Are there any IDE’s similar to Visual Studio Express available for
Linux.

Hello,
You could sync the repositories you want with your computer, then
créate a local repo with Yast.
But it will be a LOT of packets, and MB !
For a particular packet, I don’t know…
You can download manually all the dependencies, after checking wich one
you need in the package manager.

Welcome to SUSE.
Do you have a specific reason to want to use 10.2?
I ask since it is no longer “supported” by the community, which means
it is not possible to easily obtain ANY updates.
On the other hand: a fresh 11.1 DVD contains most of the things most
people need. Of course, what YOU need may not be on the disk, but it
will probably be easily available online.

What is Visual Studio Express?
Whatever it is, give these places a look:

And HEY, maybe Visual Studio Express runs in WINE or any of several

I don’t think it would be good to use like that way, because if you use
VSE with wine, it compiles programms for Windows and you want to use
them with linux too.
VSE is a programming developing tool from MS.
for C++: QDevelop, QT Creator (but it is until january beta)
C#: Mono (but C# is developed by MS, so the other IDEs are not
uptodate)
VB: I don’t think you can develop VB under Linux

For c++ try netbeans or eclipse. Both are great jave IDE’s but can
handle c++ as well. Netbeans can even be installed solely for C++
projects.

I dont like resource hungry java apps.
I suggest you to try Anjuta or Kdevelop for C++, both are very light
weight.
