I guess because there are volunteers running a Spanish site and because we are glad to help Spanish speaking people with a link to them when the Spanish speaking people come here. We do this only BTW if such a site confirms to certain rules.
It is possible to have an integrated language forums in these forums (like the German and Dutch ones). Thus these Language forums do not need their own hardware/software systems to run on. But it is all about volunteers, their dedication and what they want and can offer.
May I ask why you think that an integrated Spanish forums would be better thhen as it is now?
Good morning, a Spanish forum will not know if better or worse, but I think that will give users a feeling of “being part of the official openSUSE community.” As a Linux user with over 12 years of use, is that any group of users can be of great help.

Those forums like the Spanish, Polish, Romanian, etc. are very much a part of the openSUSE community.
And you can not simply come and say: Hey I have one, make me that link. There are rules. It is grown as it is grown and long as those forums prosper and are not detriment to the openSUSE community that is OK. And when you want to start one and do not have the servers available, but you have the moderaotors, you can ask being given a place in the forums here, that is what we Dutch did. There are procedures for that also.
It is all a question of choice, like Linux is a question of choice.
