format a drive from vfat to fat16

hi i want to format a vfat flash drive to fat16 because i need it to get my acer aspire one back working… can anyone help?

mkfs.msdos(8)
mkfs.msdos -F 16 -n label /dev/sdxn

thanks suse still thought it was vfat so i thought it didnt work… but it wouldnt flash the bios…
