I have noticed my disk has quite a few files (of very small size ) with a ~ tacked onto the file name.
For example email.txt~, and at the same time there would also be a email.txt file.
What are these and can I delete them?

Backups.
They happen when you edit a file with some editors: the old version is
renamed with a ‘~’ at the end. In the WIndows world, it is typical to
use .bak.
Yes, of course you can delete them if you wish - unless you lost the
original file and want to recover the original one.
